Assisted Reproduction in Kyrgyzstan: The Essential Guide to Hague Certification for Single People

Why Choose Assisted Reproduction in Kyrgyzstan?

Kyrgyz law explicitly guarantees the right to procreate for single people:

Legal basis: Article 57 of the Law on Protection of Citizens’ Health, as amended in 2025, provides for the legal use of assisted reproduction techniques regardless of marital status (single, LGBTQ+) or medical indications.

Assisted Reproduction in Kyrgyzstan

Cost Advantage: The whole process costs about $50,000-$80,000, which is only 1/3 of the cost in Europe and the United States. 

Privacy Protection: Hospitals strictly keep patient information confidential, and violators will face high fines or revocation of licenses.

The core role of Hague certification

Hague certification (Apostille) is a key step in the legalization of international documents:

Legal validity: As a member of the Hague Convention, Kyrgyzstan only accepts documents certified by The Hague, which ensures the authenticity of transnational documents (e.g. notary’s signature, seal).

Required documents: Uncertified single certificates, passports, medical reports, etc. will be considered invalid, resulting in the inability to register for treatment or obtain a birth certificate.

Simplified process: Replaces traditional consular authentication, avoids the cumbersome process of diplomatic authentication and saves time and cost.

List of mandatory documents for singles 

Notary Certificate of Declaration of Singleness 

Requirements: Sign the declaration at the notary office of the household registration place, specifying the current status of unmarried/divorced/widowed, and synchronization is required to Update the information in the marriage column of the household register.

List of documents: 

Original ID card and family register (marital status must be the same as the actual one) 

Divorced: divorce certificate/judgment; Widowed: death certificate of spouse.

Assisted Reproduction in Kyrgyzstan

The Hague Certification Process 

Steps: 

Notarization Stage: Obtain a notarized certificate of singleness declaration (with English translation).

Authentication stage: Submit the notarized certificate to the Chinese Ministry of Foreign Affairs or provincial foreign affairs offices (e.g. Shanghai, Guangdong and other 13 provinces can be handled locally).

Translation Requirements: Translation into Russian (the official language of Kyrgyzstan) is required by a professional organization after certification.

Time and cost: 1-2 weeks for the whole process; expedited service can be shortened to 3 working days (50% increase in cost).

Other possible documents 

Medical examination reports (some hospitals require notarization) 

Legal authorization documents (if assisted reproduction services are involved).

Avoiding five common misconceptions

Hague certification = stamping​The object of authentication is the authenticity of the signature/seal of the notarized certificate, not the content of the document.
Unlimited replacements available​If you lose it, you need to go through the whole process of notarization + authentication again, so it is recommended to scan the backup and keep the original.
​Available at any notary public’s office​It is important to choose an official notary public with foreign-related qualifications, otherwise the document may be rejected.
In-person processing is required​A professional organization can be commissioned to do this on your behalf, but the notarial deed must be done at the notary’s office in your domicile/place of residence.
Additional certificates are stand-alone documentsThe Hague certification label (Apostille) is affixed directly to the last page of the notary certificate and cannot be separated.

Operation Guide: Four steps to complete the certification efficiently

Document Preparation 

Single Certificate: Certificate of No Marriage Registration Record issued by the police station of household registration (valid for 3 months).

Divorced/widowed: Prepare the original divorce certificate or death certificate.

Notarization 

Bring the documents to the notary office of the household registration place and apply for a notary certificate in Chinese and English (3-5 working days).

Key note: The notarization must contain the statement “the original is in accordance with the copy” and comply with the Kyrgyz format requirements.

Assisted Reproduction in Kyrgyzstan

Certification in The Hague 

The notarization is submitted to the Ministry of Foreign Affairs or the provincial foreign affairs office (in some provinces it is mailed to Beijing) and the certification label is obtained within 5-7 working days.

Russian translation 

Translation of the document is done by a certified translation agency, with a certificate of translation qualification.

Option: If the time is urgent, you can entrust a professional organization to provide all-inclusive service (10-12 working days) to avoid inter-departmental running.

Legal Risks 

Validity of Contract: Documents that are not certified by The Hague will result in the invalidation of the pregnancy assistance agreement, and the right to dispose of the embryo and parental responsibility will not be confirmed.

Cross-border connection: After the birth of the child, you need to return to your home country with a Hague-certified birth certificate, otherwise you will face disputes over the determination of your nationality.

The right to refuse medical treatment: Kyrgyz hospitals have the right to refuse to accept those with incomplete documents and will not refund the upfront fees.

Why can’t I skip the Hague Certificate? 

Kyrgyz law recognizes Hague certification as the cornerstone of cross-border medical compliance. It is not only a technical process, but also a prerequisite for clarifying legal parental responsibility and guaranteeing the right to ownership of embryos. As stated by the Geneva Conference on Private International Law, “Hague certification is, by its very nature, a consensual seal of bioethics by sovereign states.”
